This Public Offer (hereinafter the “Offer”) is an official proposal of the SUVAN NET Limited Liability Company, operating under the trademark AllDomains (hereinafter “AllDomains”), to conclude an agreement for the provision of services for the registration, renewal, transfer, and restoration of domain names, as well as WHOIS Privacy, DNSSEC, and other related technical and support services. This Offer is addressed to an unlimited number of persons and has the effect of a contract from the moment of its acceptance by the Subscriber.
1. General Provisions
1.1. This Offer governs the relations between AllDomains and the Subscriber arising from the provision of domain registration, maintenance, and administrative services.
1.2. Acceptance of this Offer is made by paying for services, registering an account on https://alldomains.uz, or by actual use of AllDomains services.
1.3. Services are provided in accordance with the requirements of ICANN (Internet Corporation for Assigned Names and Numbers) and the policies of gTLD and ccTLD registries, including Verisign, PIR, Identity Digital, CentralNic, GMO Registry, Tucows Registry Services, Nominet, ShortDot SA, Internet Naming Co., Amazon Registry, Google Registry, GoDaddy Registry, and other national or regional registries. 2. Terms and Definitions
2.1. Subscriber – an individual or legal entity who has accepted this Offer.
2.2. AllDomains – SUVAN NET LLC, providing domain registration, renewal, and administration services.
2.3. Registry – the organization managing a particular top-level domain (TLD/ccTLD).
2.4. Reseller – a partner using the AllDomains platform or API to resell services.
2.5. Domain Registration – the entry of a domain name into the corresponding Registry database.
2.6. WHOIS Privacy – a service that protects a registrant’s personal data from public disclosure.
2.7. DNSSEC – a technology providing digital signatures for DNS records to ensure authenticity and integrity.
3. Subject of the Offer
3.1. AllDomains provides Subscribers with domain registration, renewal, transfer, restoration, and administration services, WHOIS Privacy, DNSSEC, DNS hosting, technical support, and other related services.
3.2. This Offer is based on the ICANN Registrar Accreditation Agreement (RAA 2013): https://www.icann.org/resources/pages/approved-with-specs-2013-09-17-en and ICANN Consensus Policies: https://www.icann.org/resources/pages/registrars/consensus-policies-en.
4. Registry–Registrar Agreements
4.1. AllDomains operates under Registry–Registrar Agreements signed with domain registry operators, which govern registration, renewal, and management processes.
4.2. Each registry sets its own rules, restrictions, and timelines for registration, renewal, and restoration of domains, binding for the Subscriber.
4.3. In case of any inconsistency between this Offer and registry terms, the registry’s rules prevail.

5. Registrant Rights and Responsibilities
5.1. The Subscriber (Registrant) has the right to register, renew, and transfer domains in accordance with ICANN RAA and registry policies.
5.2. The Subscriber has the right to access their domain status, including WHOIS data and expiration dates.
5.3. The Subscriber has the right to data protection through WHOIS Privacy and local law.
5.4. The Subscriber has the right to contact support and submit complaints regarding abuse or policy violations.
5.5. The Subscriber has the right to transfer domains according to ICANN Transfer Policy without unreasonable restrictions.
5.6. The Subscriber must provide accurate and up-to-date registration data.
5.7. The Subscriber must not use a domain name for illegal purposes, copyright infringement, or phishing.
5.8. The Subscriber must comply with all ICANN and registry requirements.

6. Domain Dispute Policies (UDRP & URS)
6.1. In disputes involving trademark rights, the Uniform Domain Name Dispute Resolution Policy (UDRP) applies: https://www.icann.org/resources/pages/help/dndr/udrp-en.
6.2. For new gTLDs, the Uniform Rapid Suspension System (URS) applies: https://www.icann.org/resources/pages/urs-2014-01-09-en.
6.3. The Subscriber accepts the jurisdiction of ICANN-accredited arbitration providers and agrees to comply with their decisions under UDRP/URS procedures.
6.4. Upon receiving a UDRP or URS complaint, AllDomains notifies the Subscriber and cooperates with the arbitration provider.
6.5. AllDomains is not a party to the dispute but complies with final arbitration decisions, including domain suspension, transfer, or deletion.
7. Data Escrow and Data Storage
7.1. AllDomains performs regular data backups and transfers to ICANN-approved Data Escrow providers to ensure data security and recovery.
7.2. Escrow data includes domain, registrant, administrative, and technical contact information.
7.3. Transfers comply with ICANN Data Escrow Specification: https://www.icann.org/resources/pages/approved-with-specs-2013-09-17-en#data-escrow.
7.4. Acceptance of this Offer constitutes consent to such transfers.
8. Domain Registration, Renewal, and Transfer
8.1. The Subscriber must provide accurate and complete registration data as required by ICANN and applicable registries.
8.2. Verification of contact data is performed per ICANN WHOIS Accuracy Program Specification: https://www.icann.org/resources/pages/approved-with-specs-2013-09-17-en#whois-accuracy.
8.3. Renewal, restoration, and deletion procedures follow ICANN Transfer Policy: https://www.icann.org/resources/pages/transfer-policy-2016-06-01-en and the applicable registry rules.
8.4. Certain registries may require additional documentation or local presence; the Subscriber must comply with such requirements.
9. Domain Transfer Procedure
9.1. The Subscriber may transfer a domain to another accredited registrar according to ICANN Transfer Policy and registry rules.
9.2. An authorization code (Auth-Code) must be requested via the client panel or support service.
9.3. Transfers are possible only if there are no outstanding payments, locks, or disputes on the domain.
9.4. AllDomains may deny a transfer in cases permitted by ICANN Transfer Policy, including within 60 days after registration or contact data modification.
9.5. When receiving an inbound transfer, AllDomains notifies the Subscriber and provides management access upon completion.
10. Transfer Dispute Resolution Policy (TDRP)
10.1. In disputes between registrars regarding a domain transfer, ICANN’s TDRP applies: https://www.icann.org/resources/pages/tdrp-2012-02-25-en.
10.2. The Subscriber is notified of any dispute proceedings and may provide documentation proving ownership.
10.3. Decisions under TDRP are binding on all parties.
11. Domain Restoration
11.1. If a renewal deadline is missed, the Subscriber may restore the domain during the Redemption Grace Period as defined by ICANN and the registry.
11.2. Restoration requests are made via the client panel or support and are subject to additional fees as listed on https://alldomains.uz.
11.3. AllDomains cannot guarantee restoration after the Redemption Period or registry deletion.
12. WHOIS Privacy and DNSSEC
12.1. WHOIS Privacy and DNSSEC services follow ICANN and registry rules. Some registries may charge additional fees.
12.2. WHOIS Privacy availability depends on the registry and local law.
12.3. The Subscriber is responsible for activating and maintaining DNSSEC. AllDomains is not liable for misconfigurations.
13. Service Delivery and Payment
13.1. Payments are made in advance, in Uzbek sums (UZS) or U.S. dollars (USD), through available payment systems.
13.2. Service costs and renewal periods are listed on https://alldomains.uz.
13.3. A service is deemed rendered upon successful domain registration or renewal in the registry.
13.4. Payments for completed services are non-refundable. Refunds are possible only if a service was not provided due to AllDomains’ fault and no registration occurred.
13.5. AllDomains may suspend services for non-payment, false data, or ICANN policy violations.
14. Liability
14.1. AllDomains is not liable for failures caused by third parties, Internet outages, registries, or force majeure.
14.2. AllDomains’ liability per incident is limited to the amount paid by the Subscriber within the previous 12 months.
14.3. The Subscriber is responsible for the legality of domain use and website content, including copyright and trademark compliance.
14.4. AllDomains may suspend or delete domains involved in illegal activity or copyright violations upon request from authorities, ICANN, or the registry.
14.5. The Subscriber shall indemnify AllDomains against any third-party claims arising from domain misuse or rights infringement.
15. Reseller Conditions
15.1. Resellers must comply with all ICANN policies, including RAA §3.12 “Reseller Responsibilities.”
15.2. Resellers are fully responsible to their clients for compliance with ICANN and registry requirements.
15.3. AllDomains provides API access, test environments, and documentation for integration.
15.4. Resellers must inform clients of ICANN policies and ensure Data Accuracy, Privacy, and Abuse Reporting compliance.
15.5. Violations may result in API suspension or termination of the reseller agreement.
16. Privacy and Data Protection
16.1. Personal data processing follows Uzbek law and ICANN Data Retention Specification: https://www.icann.org/resources/pages/approved-with-specs-2013-09-17-en#data-retention.
16.2. AllDomains transfers data only as necessary to comply with ICANN, registries, and Data Escrow requirements.
16.3. Acceptance of this Offer constitutes consent to such transfers.
17. Copyright Complaint Procedure
17.1. AllDomains respects intellectual property rights and complies with DMCA and equivalent international frameworks.
17.2. Upon receiving a valid complaint, AllDomains may request supporting documents and notify the domain owner.
17.3. Confirmed violations may result in domain suspension until resolution or final decision by competent authorities.
17.4. Copyright complaints must be sent to abuse@alldomains.uz and include identification, proof of ownership, the infringing domain/content, and a good faith statement.
17.5. AllDomains may forward verified complaints to the relevant registry or ICANN Compliance.
18. Complaints and Reports
18.1. All complaints regarding abuse, spam, phishing, or policy violations shall be sent to abuse@alldomains.uz.
18.2. Complaints are reviewed within up to 10 business days from receipt.
18.3. Information on complaint submission is published at https://alldomains.uz/abuse.
19. Force Majeure
19.1. The Parties are not liable for non-performance due to force majeure circumstances.
20. Dispute Resolution and Governing Law
20.1. All disputes shall be settled through negotiations; failing which, disputes are subject to the courts of the Republic of Uzbekistan.
21. Amendments to the Offer
21.1. AllDomains may amend this Offer by publishing the updated version at https://alldomains.uz.
21.2. Amendments take effect on the publication date unless otherwise specified.
21.3. Continued use of the services after amendments indicates acceptance of the updated Offer.
